Mandate
To determine priorities in science, technology and innovation, give advice, coordinate and promote research, science and technology activities for Kenya’s development.
Functions
The functions of National Council for Science and Technology (NCST) as prescribed in the Science and Technology Act, Cap. 250 are to:

1. |
Determine priorities for scientific and technological activities in Kenya in relation to the economic and social policies of the Government |
|
|
2. |
Advise the Government on a national science policy including general planning and the assessment of the requisite financial resources; |
|
|
3. |
Ensure the application of the results of scientific activities to the development of agriculture, industry and social welfare in Kenya;
|
|
|
4. |
Advise the Government on the scientific and technological requirements for the conservation of the natural and social environment in Kenya;
|
|
|
5. |
Ensure cooperation and coordination between the various agencies involved in the machinery for making the national science policy;
|
|
|
6. |
Promote public confidence in scientific activities and the associated expenditure;
|
|
|
7. |
Consider and advise generally on all scientific activities including |
|
|
|
i. |
Application of the results of research; |
|
|
ii. |
The transfer of technology into agriculture and industry; |
|
|
iii. |
Scientific and technical manpower; |
|
|
iv. |
Scientific research technology funding; |
|
|
v. |
Science education at all levels; |
|
|
vi |
Scientific documentation, statistics; |
|
|
vii. |
Surveys and general information. |
|
8. |
Advise on suitable organizational arrangements for planning, managing and coordination of scientific activities and setting up of new research
|
|
|
9. |
Advise the Government on the overall financial requirements for the implementation of the national science policy and on disbursements to the
|
|
|
10. |
Review generally and advice on the programmes and budgets for the promotion of the research and related scientific activities;
|
|
|
11. |
Carry out independently or in cooperation with any appropriate person, body of persons, agency or institution such surveys and investigations as the council may consider necessary for its tasks;
|
|
|
12. |
Sponsor such national and international scientific conferences as it may consider appropriate;
|
|
|
13. |
Maintain relationships with corresponding scientific organizations in other countries; and |
|
|
14. |
Undertake any other activities likely to assist in the carrying out of its functions. |
